The Government of Romania has obtained a loan in the amount of EUR 65.10 million from the International Bank for Reconstruction and Development (IBRD) and a loan in the amount of EUR 66.40 million from the European Investment Bank (EIB), toward the cost of the Second Phase of the Health Sector Reform Program, and it intends to apply part of the proceeds of this loan to payments under the Contract for Emergency Medical Services (EMS) Communication System Equipment.

The bidding includes two packages of communication equipment and terminals, as follows:

• Package I - Terminals in TETRA standard
• Package II - GPS subsystem for mobile terminals

The amount of bid security is of Euro 210,000 for Package I; and Euro 41,000 for Package II.

The Ministry of Health of Romania by Project Management Unit now invites sealed bids from eligible bidders for supply of communication equipment. The delivery period is 18 months.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, current edition, and is open to all bidders from eligible countries as defined in the guidelines.

Interested eligible bidders may bid for one or both packages. Bidders may obtain further information from the office of the Project Management Unit and inspect the Bidding Documents at the address below from 1000 to 1600 hours, starting from 20 April 2007.

A complete set of Bidding Documents may be purchased from the address below, starting on 20 April 2007, on the submission of a written application, and upon payment of a non-refundable fee of EURO 100 to the direct deposit to account of the Ministry of Health – PMU-WB No. RO55 RZBR 0000 0600 0676 9324/ Euro or equivalent in RON in account No. RO43 RZBR 0000 0600 0677 0898, opened at Raiffeisen Bank SA, Bucharest, using the official rate exchange of Romanian National Bank from the date of payment and bearing the name of the project.

The bidder’s designated representative is invited to attend a pre-bid meeting, which will take place on 8 May 2007 by 1100 hours (local time) in the Conference Room (2nd Floor) at the address mentioned below.

Any modification of the bidding documents listed in ITB Sub-Clause 11, which may become necessary as a result of the pre-bid meeting shall be made by the Employer exclusively through the issue of an Addendum pursuant to ITB Clause 8 and not through the minutes of the pre-bid meeting.

All bids must be delivered in closed envelopes bearing the mention, “Bid for APL II “Health Sector Reform” Project, Romania, Component 3, Emergency medical equipment (EMS) Communication system equipment”, not later than 4 June 2007 at 1100 hours (Bucharest time) at the same address below. All bids must be accompanied by a bid security in an amount specified in invitation for bid, accordingly the package/s offered, in euro. Bids will be opened in the same day at 1115 hours (Bucharest time), in the presence of the bidders’ representatives who choose to attend in person, at the address below. Late bids will be rejected.
